ILO, Indonesia Ministry Boost Workforce Skills

Capacity of over 3,000 public employment services counsellors across Indonesia has been strengthened over the past two years, following a series of trainings tailored to meet the pressing needs of the country's evolving employment landscape. A new training-of-trainers programme launched this month equips counsellors to better support aspiring entrepreneurs with practical business concepts and techniques.

This programme is part of a strategic and ongoing partnership between the International Labour Organization and the Secretariat of the Directorate General of Manpower Placement Development and Employment Opportunity Expansion (DITJEN BINAPENTA KEMNAKER) of the Ministry of Manpower Indonesia. The capacity development programme includes comprehensive training for counsellors to guide jobseekers, along with thematic webinars customized for specific groups such as persons with disabilities, returning migrant workers, and the (would be) self-employed.

"Since 2023, the collaboration between the Ministry of Manpower Indonesia and the International Labour Organization (ILO) has produced various capacity-building programmes for labour service officers, from career counselling, labour migration management and services for persons with disabilities. The Start and Improve Your Business (SIYB) programme is a continuation of these efforts, aimed at strengthening the foundation of an entrepreneurship ecosystem rooted within public employment services. We extend our highest appreciation and gratitude to the ILO for its consistent commitment and support in strengthening the human resource capacity of the Ministry of Manpower Indonesia. The ILO, in collaboration with the Ministry of Manpower Indonesia, launches the SIYB training-of-trainers session in Bekasi, Indonesia, focused on equipping counsellors with tools to support aspiring entrepreneurs.

"Over the past two and a half years, we have engaged in meaningful collaborations with the Ministry of Manpower of Indonesia, our highly valued government partner. The SIYB programme is a cornerstone of our joint efforts with the Ministry and a highlight of our collaborative efforts this year. As one of the world's most widely implemented entrepreneurship training programmes, SIYB equips trainers with practical tools to support entrepreneurs in starting and growing their businesses. By building local capacity, we are not only fostering self-employment and job creation but also contributing to more resilient and inclusive labour markets," said Mr. Sheng Ling, Project Manager, ILO ProSSCE-ASEAN project.

The SIYB programme is a longstanding commitment by the ILO to foster inclusive entrepreneurship ecosystems for aspiring entrepreneurs from all backgrounds, gender and circumstances, ensuring that no one is excluded from opportunities to start and improve a business, regardless of their identity, ability, or socio-economic status, including those who are most marginalized.

In Indonesia, the Promoting the global development initiative with a focus on South-South cooperation in employment in ASEAN (ProSSCE-ASEAN) project is actively working with Ditjen BINAPENTA Kemnaker and the ILO Country Office for Indonesia and Timor-Leste to train public employment services counsellors who will consequently support the roll-out to fellow counsellors at provincial and district levels, potentially empowering a growing network of trainers who are expected to provide guidance to hundreds of entrepreneurs nationwide.

Ms. Annisa Ulhidayah Dwiyanti reports key takeaways from her group discussion to fellow training participants.

"Honestly, I feel very happy and grateful to be part of this SIYB training. It has been such a great experience learning, not only from master trainers but also from participants who shared so many valuable insights and real stories from their work and experiences. After this training, I really want to put what I have learned into practice, especially to support and empower returning Indonesian migrant workers from Karawang so they can build their own businesses and create better opportunities when they return," said Ms. Annisa Ulhidayah Dwiyanti, Public Employment Services Officer at the Department of Manpower and Transmigration Karawang, Ministry of Manpower Indonesia and a former participant of the ILO ProSSCE-ASEAN-supported four-tiered Public Employment Services training.
