The International Organization for Migration (IOM) welcomes the Italian government's adoption of a new multi-year "Flow Decree" (Decreto Flussi) for the 2026-2028 period, hailing it as a strategic move to strengthen safe and regular migration channels.

By introducing multi-annual quotas and streamlining the recruitment of foreign workers across key sectors, including domestic work, caregiving, agriculture, and tourism, Italy is taking a long-term approach to migration governance that balances economic needs and helps reduce irregular migration.

"This is the kind of bold, forward-looking policymaking we urgently need," said IOM Director General Amy Pope. "When countries expand regular migration channels, they not only respond to labor shortages but also protect people from falling into the traps of exploitation and irregular routes. Migration, when managed responsibly, can be a catalyst for economic growth."

IOM is actively supporting the development and implementation of regular migration pathways to Italy and other EU countries, working closely with governments, civil society, and the private sector. One example is the THAMM Plus programme, which facilitates safe regular labour migration from countries such as Morocco and Tunisia to Italy.

This EU-funded initiative aims to match labour market needs with skilled migrant workers. Implemented in coordination with Italian regional authorities, private sector employers, and training institutions, it focuses on high-demand sectors.

The expansion of regular channels is not only a development win - it is a lifesaving measure. Reducing the drivers of irregular migration and preventing dangerous journeys along high-risk routes must remain a priority. Safe, dignified, and legal options are the most effective way to protect migrants and uphold human rights.

As part of its global strategy, IOM remains committed to facilitating regular migration and supporting national efforts to build inclusive and sustainable migration systems. The new "Flow Decree" is a concrete example of how national policies can reflect these values.
