Bayside Council's submission on the State Significant Development Application for the Kogarah Golf Club Redevelopment was endorsed by Council on Wednesday 23 September 2026.
The proposal for the Kogarah Golf Club Redevelopment Concept and Stage 1 Works seeks approval for a major employment precinct incorporating logistics, warehousing, commercial development and data centre operations.
While Council acknowledges the strategic and economic significance of the site in supporting Sydney Airport, Port Botany and the broader regional economy, it does not support the proposal in its current form.
Council's comprehensive assessment identified several unresolved planning, urban design, engineering and public domain concerns, including:
- Inconsistency with strategic planning objectives
- Excessive building height and bulk
- Detrimental impacts on the future Pemulwuy Park
- Absence of a site-specific Development Control Plan
- Loss of significant vegetation
- Unacceptable flooding impacts and landform modifications
- Lack of landowner consent
Council's submission highlights the need for further work to ensure the proposal aligns with long-term strategic planning objectives, appropriately addresses environmental impacts, protects public open space outcomes, and delivers a high-quality built environment that responds to the site's unique constraints and opportunities.
Bayside Council will continue to advocate for outcomes that balance economic development with environmental protection, community benefit and good urban design.
