Locals Push to Amend Beach Alcohol Laws

At the 29 April 2025 meeting, Council received a petition from 65 signatories seeking Council to implement a range of measures to stop alcohol and parties at Holloway Beach (which is located between Green Point and the iconic Dendy Beach in Brighton).

Concerns raised included the beach being known (to some community members), as a summer venue for rave parties. The unpermitted events result in refuse left on the beach and in surrounding areas, and pose introduced risks for beach users and surrounding residents.

The proposal includes amending the Local Law to ban alcohol consumption and possession of alcohol in unsealed containers, at any time and on any day on Holloway Beach, between Were Street and Gould Street, Brighton.

Victoria Police have been aware of the issue on Holloway Beach since early Summer 2024, with immediate feedback indicating the location has not historically been a significant area of concern for them.

As supported at the 20 May 2025 meeting, and in line with Section 58 of the Local Laws Guidelines, we're engaging with the community between 3 June - July 1 2025 2025 about the proposal. We're seeking your feedback to help us understand the community sentiment about the proposal to permanently ban alcohol (including consumption and possession in unsealed containers), on Holloway Beach in Brighton.
