The move, by last night's Council meeting, to put proposals for Lords Place South out to the community for comment, was one a number of key decisions. Here's a quick summary.
Lords Place South Plans to go on-show for comment
Orange City Council has put the next stage of its Future City upgrade of Orange's CBD on-show for community comment, a bold plan to transform the section of Lords Place, between Summer and Kite Streets, into a place for meeting.
UPGRADE: Proposals for a more pedestrian-friendly block of Lords Place, are on-show for community debate.
The project, which is expected to start next month will include:
- New plantings of advanced trees which will almost double the number of trees in the block
- New traffic arrangements designed to transform the area into a pedestrian-friendly precinct
- Outdoor-dining zones in selected areas along the block
- Improved street lighting
- Expanded gardens with street furniture
The Council has already started visiting business operators and property owners along the block, to spell out details of the plans and seek their feed-back. Last night's Council meeting decided to put the concept plan on exhibition for community comment for 21 days.
Council to help with publicity for crime forum
Council staff will assist police to promote the police 13 September public meeting about crime in Orange, following a decision at last night's meeting. The decision was prompted by a motion from Cr Kevin Duffy.
The meeting also decided to make representations to the NSW Government about supporting the continued operation of the Parental Responsibility Act in Orange.
New draft Clifton Grove Masterplan
Last night's meeting decided to put a long-term plan to gradually upgrade community facilities around Clifton Grove on exhibition for community comment.
The plan includes proposals for future development, routine maintenance and new projects.
Traffic committee recommendations
Last night's meeting approved a Traffic Committee recommendation to approve 11 new bus stops, and postpone a decision on three new proposed bus stop locations, pending further discussion.
The meeting also deferred a Traffic Committee recommendation to install 'No Stopping' signs in Hamer Street pending a site inspection by councillors.
Council to look into new Friendship City
Last night's meeting decided to investigate establishing a new 'Friendship City' relationship with city in Ukrainian city, following a motion from Cr Mel McDonell. The meeting also decided to ask the Council's Sister City Committee to provide feed-back about the suggestion.
Meeting decides on sponsorship and grants requests
Last night's meeting decided to sponsor the Orange Careers Expo and Trade Experience for the next 3 years (2022, 2023, 2024) at approx. $1,400 each year. The funding would be in-kind support to cover the costs of hiring the Orange Function Centre.
The meeting decided to provide sponsorship worth $10,000 for the 2022 Orange Wine Festival $10,000, which will assist with media and promotion costs.
The meeting also decided to provide grants worth:
- $1,000 to the Bloomfield Hospital Auxiliary for personalised resources for mental health and drug & alcohol rehabilitation patients.
- $1,200 to Challenge Community Services for two exercise machines and a veggie garden for clients with a disability.
- $997.50 to the Compassionate Friends of Orange Group to purchase and distribute the book 'Coping With Grief' to support families grieving the loss of a child.
- $1,500 to the Canobolas Pipe Band to assist in the purchase of uniforms and music equipment.
- $2,000 to Road Safety Education Ltd for training local high school students in driving safety.
- $2,500 for the Central West Region Girl Guides to support the running costs of maintaining the Guide Hall as well as paying for essential services.
- $2,500 for the Country Education Foundation (Orange and District Branch) to support two or three Orange LGA students from lower income families to access further education in 2023
- The meeting decided to defer a proposal to sponsor $2,500 for the Orange 8 Day Games, to find out more information about the purpose of supplementing participant entry fees.
Planning decisions
Last night's meeting made a number of decisions on planning matters, and Development Applications (DAs).
- The meeting decided to defer a decision on a DA for a two-storey extension to a building at 61b Moulder Street, pending a site inspection by councillors.
- The meeting approved a DA for an 11-lot subdivision in Whitton Place.
- The meeting approved a DA for 20 dwellings and a new subdivision in Shiralee road (worth $6 million).
- The meeting approved a DA for a 14-lot subdivision in Lysterfield Road in Shiralee.
- The meeting approved a proposal for a 22 units including office premises, warehouse or distribution centre and self-storage units in Cameron Place worth $4.3 million and a subdivision (two x 12 Strata lots) at 12 and 13 Cameron Place.
Funding for Waratahs
Last night's meeting decided to provide a donation for the annual management and maintenance of Orange Waratahs Sporting Club sporting fields. The Council will provide $111,052 for this financial year and provide an indexed amount in Council budgets for the 2023-24 and 2024-25 financial years.
