On 14 May 2021, Melanie Fink spoke at the conference 'EU Responsibility in the International System: Setting the agenda', organised by the University of Thessaloniki
The conference was the inaugural event of a Jean Monnet Project on 'EU Responsibility in the International System (EURIS)', run under the auspices of the Kalliopi Koufa Foundation for the Promotion of International and Human Rights Law in Thessaloniki and headed by Vassilis Pergantis, Assistant Professor at the Aristotle University of Thessaloniki.
The conference revolved around three broad themes: the evolution of the ILC's Draft Articles on the Responsibility of International Organisations and their application to the EU, the EU's own internal legal system and how the law of international responsibility is perceived within it, and the specific question of allocating responsibility among multiple actors. The purpose was to highlight the points of convergence and divergence between the general rules on international responsibility and the EU's practices.
Together with Kathleen Gutman, Legal secretary at the CJEU, Melanie formed the second panel on the EU's internal mechanisms and their reception of the law of international responsibility. Melanie talked about 'Attribution of conduct in EU Public Liability Law and the ILC Articles: Convergence or divergence?', looking at the approach of the CJEU to attribution of conduct.
