Military member charged following allegations of sexual misconduct in Edmonton, AB

On March 20, the Canadian Forces National Investigation Service (CFNIS) charged a member of the Canadian Armed Forces (CAF) under the National Defence Act (NDA). The charges relate to reported incidents which took place at 3 Canadian Division Support Base (CDSB) Edmonton, AB and while on tasking in British Columbia between June and October 2017.

Warrant Officer Jarvis Kevin Malone, a Regular Force member with 1 Service Battalion in Edmonton, AB faces the following charges.

  • One (1) count of Abuse of subordinates, Contrary to Section 95 of the NDA;
  • One (1) count of Conduct to the Prejudice of Good Order and Discipline, Contrary to Section 129(1) of the NDA; and
  • One (1) count of Drunkenness, Contrary to Section 97 of the NDA.

In July 2018, a third party reported that incidents of a sexual nature had occurred on a number of occasions and in various locations. These incidents were reported to the chain of command by several parties, all belonging to the same unit as the member currently accused. The CFNIS initiated an investigation into the allegations which resulted in charges.

The matter is now proceeding in accordance with the military justice system for possible summary trial or court martial at a date and location to be determined.
