National Thematic Forum On Mobility, Skills, And Working Conditions In Tourism Sector, Within Framework Of Morocco-European

The national forum on mobility, skills, and working conditions in the tourism sector marked a major step forward in the implementation of the Talent Partnership between Morocco and the European Union (EU).

Organized on October 7 and 8, 2025, in Rabat, in partnership with the Ministry of Economic Inclusion, Small Business, Employment and Skills (MIEPEEC) and the Delegation of the European Union to the Kingdom of Morocco, through the THAMM Plus project, the forum brought together participants representing a wide range of institutional, economic, and social actors from both sides of the Mediterranean.

This meeting was the central stage of the THAMM Plus National Technical Forum, following two preparatory webinars held in May and September 2025. Through the technical support of the ILO, it forms part of the joint efforts of Morocco and the European Union to develop safe, fair, and sustainable pathways for professional mobility, contributing to better governance of labour migration and to the promotion of decent work within the framework of the Talent Partnership.

Skills, Rights, and the Attractiveness of the Sector

The discussions made it possible to identify and validate the skills needs in the hospitality and catering professions, while establishing a shared diagnosis of the gaps between the Moroccan and European training systems. The exchanges also highlighted the challenges related to working conditions and access to social protection, as well as to the recognition of qualifications-essential dimensions for strengthening the attractiveness of the sector, promoting quality jobs, and encouraging young people-especially women-to build their professional future there.

The Co-construction of a Joint Roadmap for Fair Mobility

The workshop made it possible to lay the foundations of a joint operational roadmap, defining fair and secure professional mobility pathways adapted to the needs of the labour markets on both sides of the Mediterranean. These pathways will aim to:

  • Strengthen the attractiveness of the Moroccan and European tourism sectors;
  • Support the upskilling of young people;
  • Ensure decent and fair working conditions for migrant workers; and
  • Respond to the needs of enterprises for skilled labour in Morocco and in Europe.

An Immersion at the Heart of Vocational Training

On the sidelines of the workshop, participants visited the Tourism and Hospitality Cluster of the Cité des Métiers et des Compétences (CMC) in Rabat-Tamesna, managed by the Office de la Formation Professionnelle et de la Promotion du Travail (OFPPT).

This immersion made it possible to discover the innovative training programmes and the practical know-how of the learners, illustrating the quality of the Moroccan vocational training system and its central role in the success of the Talent Partnership.
