Ministers have appointed 4 new members to the Police Remuneration Review Body (PRRB) and the National Crime Agency Remuneration Review Body (NCARRB).
Frances Hill
Having worked at the Bank of England since 2000, Frances Hill has been the Bank's Agent for Northern Ireland since 2008. In this role, she undertakes one-to-one confidential conversations with hundreds of businesses and community organisations in Northern Ireland across all sectors of the economy to form a well-rounded view of economic conditions.
She is also the agency network's expert for employment and pay for the UK. Her findings are used to inform the decisions of the bank's monetary and financial policy committees.
In 2023, Frances was Head of Current Economic Conditions Division for the Bank of England. She was responsible for leading the division of 24 people, providing expert assessments of current developments in UK economic activity and inflation and their likely evolution over the near term. This was used to inform the Monetary Policy Committee's forecasts and policy decisions.
Pamela Kelly
Pamela Kelly QPM has recently retired as a police officer, having served 30 years and reached the rank of Chief Constable of Gwent Police between August 2019 and September 2024.
Dr Rebecca Driver
Dr Rebecca Driver has been a member of numerous boards, advisory panels and steering groups serving government, industry and academia. This includes:
- the Board of the Planning Inspectorate
- the Financial Services Consumer Panel
- the Personal Injury Discount Rate Expert Panel
- the Board of the Operational Risk Insurance Consortium
- the Council for the Society of Business Economists
Dr Driver's professional background is in economic and policy research, and she is director of the research consultancy Analytically Driven Ltd.
Previous roles include:
- Director of Research and Chief Economist of the Association of British Insurers
- research adviser to the external members of the Monetary Policy Committee
Stephen White
Stephen White has over 35 years' experience in and around the policing landscape. From frontline firearms officer to Chief Executive for the Durham Police and Crime Commissioner and Acting Police and Crime Commissioner for almost 2 years, he has extensive knowledge across the sector and its partners.
Stephen also served as Chairman of the Police Federation of England and Wales, driving reform and change at a time of immense political and public scrutiny.
He has served at board and trustee level across numerous policing charities along with roles in the Home Office (frontline policing review) and the College of Policing.

The PRRB makes independent recommendations concerning the pay, allowances and conditions of police officers to the Home Secretary and the Northern Ireland Minister of Justice.
About the NCARRB
The NCARRB makes independent recommendations to the government on the pay and allowances of NCA officers designated with operational powers.
