Fremantle Community Legal Centre signed a partnership with the Department of Housing and Works in December 2025 to deliver the Keeping Homes, Keeping Futures homelessness prevention pilot launching in February 2026.
The pilot program Early Tenancy Intervention Network (ETIN) will provide practical help and early intervention for public housing tenants in Fremantle at risk of eviction or tenancy breakdown.
Tenants at risk can be referred early to Fremantle Community Legal Centre (FCLC) for tenancy advice, advocacy, and connection to local supports. ETIN aims to stabilise tenancies, resolve issues earlier, and reduce avoidable evictions by helping people stay housed with the right support.
ETIN is prevention in action, before issues escalate to eviction or court, by creating a clear pathway between the Department of Housing and Works, FCLC and the City of Fremantle, and local services, and is a strong example of genuine collaboration to improve outcomes for the community.
The initial pilot phase is 12 months, with training for Housing Support Officers and soft launch commencing February 2026, followed by implementation and evaluation.
Currently, Keeping Homes, Keeping Futures is the only pilot of its kind in WA, making the City of Fremantle the lead testing case for this early-intervention model.
