The Cook Government has appointed Foundation Housing Limited as the Community Housing Provider (CHP) to manage the former Fraser Suites.

The serviced apartment complex in the Queens Riverside precinct in East Perth was recently acquired by the government for $105 million - the largest single purchase for housing by a Western Australian government.

Following a restricted tender process and detailed evaluation, Foundation Housing was selected as the preferred respondent to manage the complex and its tenants.

The first stage of refurbishment works has been completed, allowing the building to be tenanted, with the second stage works to commence soon.

Foundation Housing has extensive experience managing social and affordable housing across Western Australia and provides tailored tenant support services that help people sustain their tenancies and build independence.

Foundation Housing has commenced preparatory activities, including vetting prospective tenants, onboarding service contractors, and establishing operational and tenancy management arrangements.

The organisation will be responsible for the ongoing management of the complex, including property maintenance, tenant services, and community wellbeing initiatives.

Residents are expected to begin moving in through a staged occupancy program this month, supported by structured tenancy selection and unit allocation processes.

Additionally, the government has also signed a commercial lease with Volunteering WA, marking a step towards activating the lower floors as the building transitions to a vibrant mixed-use community.

Volunteering WA has signed a lease for two commercial suites. As the peak body for volunteering in Western Australia, Volunteering WA supports nearly 800 volunteer-involving member organisations and more than 1.5 million volunteers across the State.

The Government expects to sign more commercial leases soon, further activating the site.

The purchase and conversion to social and affordable housing is part of the Cook Government's $6.3 billion housing and homelessness investment since 2021, ensuring more Western Australians have a place to call home.

As stated by Housing and Works Minister John Carey:

"The appointment of Foundation Housing is a significant milestone in transforming the former Fraser Suites into much-needed social and affordable housing for Western Australians.

"It will deliver well-located homes for key workers and people on the social housing waiting list.

"Appointing Foundation Housing Limited ensures this development will be professionally managed by an experienced provider with a strong track record of supporting, selecting and managing tenancies.

"Last year's $105 million acquisition - the largest of its kind in our State's history - was a bold move to boost affordable and social housing quickly, in a well-serviced area.

"It is part of our $6.3 billion housing and homelessness spend since 2021 to accelerate housing and land supply, and to support more Western Australians into secure housing.

"This project will also help activate the east end of the city, and it's great to see the first commercial lease signed with Volunteering WA."
