New Woolloongabba Priority Development Area declared

  • A new expanded Woolloongabba Priority Development Area has been declared, which encompasses a larger part of Woolloongabba, Kangaroo Point, East Brisbane, South Bank and the Stanley Street precinct.
  • The major urban renewal project will deliver thousands of new homes, including a 20 per cent social or affordable housing
  • It will deliver a walkable, active travel corridor from the redeveloped Gabba stadium to South Bank and the CBD.

The Palaszczuk Government has today declared the new 106-hectare Woolloongabba Priority Development Area (PDA).

The new, larger PDA will deliver more housing, including social and affordable housing, more jobs and better connectivity.

It will see the heart of Woolloongabba connected to Brisbane CBD and beyond via a walkable, active travel corridor to South Bank and Brisbane City Council's new green bridge.

The new larger PDA will provide more opportunities for housing and open space. It includes a 20 percent requirement for high quality social or affordable housing, including affordable housing options for frontline workers.

It also includes a commitment of 50 percent open space in the Cross River Rail and Stadium precinct.

The previous Woolloongabba Cross River Rail PDA has been revoked.

Expanding the boundary of the previous PDA will see a more integrated and coordinated planning approach for the whole suburb.

  • Priority Development Areas (PDAs) are areas of land within Queensland identified for development to deliver significant benefits to the community.
  • A PDA is a proven planning pathway for resolving complex planning and development matters that unlock value for the surrounding communities.
  • An Interim Land Use Plan (ILUP) will be in effect from today for 12 months, to provide an interim planning and development framework for the Woolloongabba PDA whilst detailed planning and community engagement is completed as part of the development scheme process.
  • A Development Scheme provides streamlined planning and assessment processes which can accelerate development.
  • As part of this process, the community can have their say and provide feedback. Community consultation is likely to start around April 2024 and the Development Scheme is expected to be finalised around September 2024.
  • Existing houses and properties within the PDA aren't being resumed, instead a PDA is about streamlining development approvals and providing a consistent vision for a whole area.
  • Development applications can be submitted for any land located within a PDA in accordance with the planning and assessment framework in place at the time of lodgement.
  • Existing development approvals are not impacted by the declaration of a PDA.
