Next Phase Of Australia's Biggest Urban Renewal Project

The Allan Labor Government is delivering the next phase of Australia's biggest urban renewal project - giving thousands of Victorian families a modern place to call home.

Minister for Housing and Building Harriet Shing today announced the next stage of the program will redevelop seven towers across six estates in Albert Park, Flemington, Kensington, North Melbourne, Prahran and St Kilda.

The existing towers are reaching the end of their useful lives and fail against noise, sustainability, energy efficiency, ventilation, private open space, seismic standards, accessibility and minimum amenity standards.

Through the High-Rise Redevelopment Program, all 44 towers spread across 39 hectares of land in Melbourne's inner suburbs will be replaced with bright, accessible and energy‑efficient homes that provide the dignity and security of a home for generations to come. The program will triple housing capacity across the sites.

Every household has been assigned a dedicated relocations officer who will work closely with them to make sure their new homes suit their needs and preferences. Relocations from these towers will begin in July this year.

The program prioritises keeping residents local if they wish and they are also supported with address changes and connecting to new services, schools and infrastructure.

As part of this work, Homes Victoria will launch the Hand in Hand Community Support Program, linking residents who have already relocated to residents living in the towers. The peer-support initiative will offer support, information and reassurance to residents during the relocation process.

The Labor Government is building hundreds of new homes across Port Melbourne, South Yarra, Prahran and Flemington, including the new Barak Beacon estate due for completion this year.

Redevelopments are already underway at high‑rise estates in Carlton, Flemington, North Melbourne, South Yarra and Richmond, with demolition progressing at Carlton's Elgin Towers.

With more than 11,300 homes underway or complete across Victoria, our nation-leading $6.3 billion investment in housing has seen more than 5,000 households moving into brand new homes.
