Orange City Tests Year-Long Reusable Period Product Rebate

Orange City Council has introduced a reusable period product rebate to support residents to access affordable and sustainable products.

Councillors voted at the 5 August Council meeting to conduct a 12-month trial of the rebate as part of its participation in Share the Dignity's Council Cares program, which invites local governments to support menstrual equity and dignity in the community.

Survey results released by Share the Dignity in May showed:

  • 65 per cent of respondents in Orange had struggled to afford period products
  • 54 per cent had missed work due to their period
  • 63 per cent had missed sport due to their period
  • 16 per cent were uneducated about menstruation before their first period

Orange City Council Services Policy Committee Chair Cr Marea Ruddy said these figures highlighted the need for greater support, education and access in our community.

"Menstrual equality matters. No one should have to choose between buying period products and other essentials," Cr Ruddy said.

"Reusable period products are the most sustainable, inclusive, and fiscally responsible path forward. This is a small investment with potential for big, long-term impact, and I believe it's the right direction for our community."

During the reusable period product rebate trial, Orange residents can apply for a 50 per cent rebate on the purchase price of reusable period products, up to $100 per household, for products purchased between 1 September 2025 and 31 August 2026.

Eligible products include reusable menstrual products such as leak-proof underwear, reuseable sanitary pads and sanitary cups.

Residents must provide proof of purchase and proof of residency in the Orange local government area. The rebate will be deposited into the resident's nominated bank account.

The trial is capped at $5000 and will close when the money is spent or the 12 months is ended.

Orange City Council also provides access to free period products for those who need them, with dispensers in the accessible unisex public toilet near Orange City Library and in the women's and accessible toilets at Giyalang Ganya, Council's Community Services Centre at 286 Lords Place.
