Organisation Structure To Lead Into Future

Gilgandra Shire Council

GSC Community Strategic Plan focusses on the key themes of Live, Enjoy, Grow and Lead. Gilgandra Shire Council has developed a new organisation structure designed to support Council as it enters a period of growth and transformation improvement as it leads the community into the future.

Under the Local Government Act Council is required to review its organisation structure within 12 months after any ordinary election.

GSC General Manager, David Neeves says that along with the requirement to review, there has been major growth and change in the external environment which makes this an opportune time to rethink how we continue to do business.

"Following COVID-19, natural disasters, increasing technology reliance, changes in aged care and the emerging major infrastructure projects such as Inland Rail, we want to ensure Council continues to be resilient and progressive and focused on delivering essential services to our community, while also taking advantage of growth opportunities within the region".

Mayor Doug Batten says Council charged the General Manager with the responsibility of undertaking the review.

Changes to the structure follows extensive planning and review, with consultation with staff, Councillors and the community through the development of the Community Strategic Plan. External reviews were also conducted on specialised business areas including aged care, workforce planning, asset management and business systems that clearly showed common themes required to achieve strategic goals.

"It became clear that a review of Council's resourcing was necessary to develop the aspirations of Gilgandra Region as a place to live, enjoy and grow" says Mayor Batten.

The new structure comprises three Directorates;

  • Infrastructure;
  • Growth & Liveability and;
  • Aged Care & Disability.

These will also be supported by a new Executive Leadership position to deliver on Transformational Change.

The structure is focused on delivering the key priorities of the Community Strategic Plan, progressing future growth opportunities, and delivery of essential services required in Gilgandra Region. The structure will see a number of new opportunities for careers and progression in Gilgandra.

The Council formally adopted the revised structure at an Extra-Ordinary Council meeting held on 5 July 2022 with changes taking effect Wednesday, 13 July 2022.
