The OSCE Programme Office in Bishkek joined national partners in supporting CYBER NOMAD FEST 2026, a national cybersecurity festival that brought together more than 700 representatives of government institutions, critical information infrastructure entities, the financial and banking sector, telecommunications and IT companies, academia, international organisations, cybersecurity experts and the professional community.
The festival was organised by the State Committee for National Security of the Kyrgyz Republic and the National Bank of the Kyrgyz Republic, together with SkySOC Beeline and the OSCE Programme Office in Bishkek.
The event provided a platform for strengthening co-operation among government institutions, the private sector, the technology and expert communities, and international partners in addressing current and emerging cybersecurity challenges.
One of the key events of the festival was the first meeting of the Interagency Commission on Information and Cybersecurity, which focused on effective co-operation between state bodies and local self-government authorities, assessment of current cyber threats, and further development of national co-ordination mechanisms in the field of information and cybersecurity.
The programme featured the Cyber Conference, a forum with panel discussions on the protection of government information systems and critical information infrastructure, emerging cyber threats, cybersecurity in the financial and telecommunications sectors, capacity-building and the development of national cybersecurity.
The festival also included Cyber EXPO, a technology exhibition showcasing cybersecurity solutions and technologies, as well as the Cyber Nomad CTF, practical cybersecurity exercises and competitions designed to strengthen participants' technical skills and incident-response capabilities.
The final stage of the Cyber Nomad CTF was held in an Attack/Defense format, simulating real-world cyber confrontation scenarios. Teams were required to protect their own infrastructure while identifying vulnerabilities in opponents' systems, detecting attacks, analysing incidents, responding rapidly and defending their systems against further attacks.
The Kyrgyz Republic and the OSCE have been co-operating in the field of cybersecurity for several years. In 2021 and 2025, the OSCE supported the organisation of national cyber exercises, which contributed to strengthening preparedness and developing the capacity of relevant stakeholders to respond to cyber incidents.
The OSCE Programme Office in Bishkek's engagement in CYBER NOMAD FEST 2026 reflected the importance of continued co-operation among national institutions, the private sector, technical and expert communities, and international partners in strengthening Kyrgyzstan's cyber resilience.
