OSCE, ICAO Aid Moldova's Aviation Security Training

From 26 to 30 January, the OSCE, in co-operation with the International Civil Aviation Organization (ICAO) Aviation Security Training Center of Boryspil International Airport in Ukraine, organized a training course for national instructors in Chisinau. The course brought together aviation security (AVSEC) professionals from Moldova's General Inspectorate of Border Police (GIBP) and the Airport Administration of Chisinau International Airport.

The training course strengthened Moldova's AVSEC capacity by equipping participants with the knowledge and instructional skills required to develop, manage and deliver high-quality AVSEC training in line with ICAO standards and recommended practices. This helped develop a sustainable national cadre of certified AVSEC instructors.

"At a time when aviation security threats continue to evolve, investing in national instructor capacity is essential to ensuring long-term resilience and compliance with international standards," said Virgiliu Tarus, Head of GIBP's AVSEC Training Center. "Through this ICAO-certified training, the OSCE is supporting Moldova in building a strong foundation for consistent, high-quality aviation security training that contributes directly to the safety of passengers, personnel and critical infrastructure."

Throughout the five-day programme, participants engaged in interactive lectures, group work and practical exercises aimed to strengthen their ability to design and deliver standardized AVSEC training programmes. To enhance institutional coherence and operational effectiveness, particular emphasis was placed on ensuring the consistent application of ICAO standards and recommended practices across national AVSEC operations.

Upon successful completion of the course, participants were formally recognized as ICAO-certified AVSEC instructors, which will enable them to independently deliver standardized AVSEC training at the national level.

The training course is organized in the framework of the OSCE's extrabudgetary project, " Support to the Law Enforcement Agencies in Moldova in Response to the Security Challenges in the Region ". The project focuses on strengthening Moldovan law enforcement's capacity to combat transnational organized crime at its borders and within the country. The project receives financial support from France, Germany, Poland, the United Kingdom and the United States.
