From 13 to 24 April 2026, the Programme Office in Dushanbe conducted an intensive two-week training course in Sughd Region, specifically tailored for the Chiefs and Officers of local border detachments. A diverse panel of experts, comprising one international specialist and two national experts, led the course ensuring a balanced perspective of global standards and local operational realities.
The curriculum was designed to evolve the traditional role of border security into a modern, data-driven operation. A significant portion of the instruction focused on the resilience of headquarters; officers practiced managing command-and-control activities with usage of modern technology. In the realm of intelligence, the experts provided deep dives into strategic and tactical analysis.
The OSCE trained participants in the use of specialized digital tools for data collection and processing to identify geographical and logistical patterns used by organized crime groups and smuggling rings. This analytical approach extended to risk assessment in the region's more volatile areas, ensuring that reporting is both accurate and predictive.
The course supports the implementation of the National Border Management Strategy of Tajikistan, aligning it with the OSCE Border Management Concept.
