Outcomes From February 2026 Standing Committee Meetings

Councillors met at 5.30pm on 10 February 2026 for the Dubbo Regional Council (DRC) Standing Committee meetings. Outcomes from the Standing Committees will be taken to the Ordinary Council meeting on 24 February for consideration and adoption, with the exception of those matters to which delegation to the committees has been appointed.

Infrastructure, Planning and Environment Committee

REPORT OF THE RENEWABLE ENERGY ZONE BENEFIT COMMITTEE – 4 DECEMBER 2025: Councillors noted the report from the committee.

DEVELOPMENT ACTIVITY SUMMARY: Councillors noted the report, which highlighted the total number of dwellings approved in November and December 2025 was 91, resulting in a value of $52,735,512.

RESULTS OF PUBLIC EXHIBITION – PLANNING PROPOSAL R25-004-AMENDMENTS TO THE SOUTH-EAST URBAN RELEASE AREA MAP: Councillors recommended that the Planning Proposal be adopted to amend the Dubbo Regional Local Environmental Plan 2022 Urban Release Area Map to remove the South-East precinct.

It was also recommended that Council prepare drafting instructions and liaise with the NSW Department of Planning, Housing and Infrastructure to arrange finalisation of the proposed amendment to the Dubbo Regional Local Environmental Plan 2022 and request gazettal of the Plan.

DUBBO AND WELLINGTON PEDESTRIAN ACCESS AND MOBILITY PLAN – OUTCOMES OF PUBLIC EXHIBITION: Councillors noted the submissions received through the public exhibition process and recommend that Council adopt the plan.

Culture and Community Committee

REPORT OF THE SISTER CITY COMMITTEE MEETING – 1 DECEMBER 2025: Councillors noted the report from the committee.

MACQUARIE REGIONAL LIBRARY OPERATIONAL REPORT JULY 2025 TO DECEMBER 2025: Councillors noted the report, including the increased visitation numbers and new member numbers when compared to the previous period.

WESTERN PLAINS CULTURAL CENTRE – PLAN OF MANAGEMENT – OUTCOME OF PUBLIC EXHIBITION PERIOD: Councillors recommended that the Western Plains Cultural Centre Plan of Management be adopted.

The Plan of Management will be placed on Council's website, following adoption at the February Ordinary Council Meeting.

Councillors noted the following reports:

MEETING DATES – SEPTEMBER 2026: Councillors recommended that Council Resolution CCL24/273 be amended to include additional meetings on Tuesday 8 September 2026 (Standing Committees Meeting) and Tuesday 22 September 2026 (Ordinary Council Meeting).

UPDATE ON THE OLD DUBBO GAOL STONEWORKS PROJECT: Councillors noted the information contained within the report.

DUBBO SEWERAGE TREATMENT PLANT AERATION DIFFUSER REPLACEMENT PROJECT – REVISED AWARD OF TENDER AND PROJECT MANAGEMENT SUPPORT: Councillors resolved to engage Desilting Solutions Pty Ltd to undertake Dubbo Sewage Treatment Plant Aeration Diffuser Replacement for the tendered sum of $975,148.94 (incl GST), subject to finalisation of contract documentation and confirmation of pricing and program for the late 2026 delivery window.

It was also resolved that Council would engage Beca Hunter H2O to provide project management and contract administration support for the project, on a time and expense basis up to an estimated value of $54,714.00 (incl GST).

AWARD OF CONTRACT – PREPARATION OF INTEGRATED WATER CYCLE MANAGEMENT PLAN: Councillors resolved to enter into a contract with NSW Public Works (a Crown entity) for the preparation and finalisation of the Integrated Water Cycle Management (IWCM) Plan for an upper limiting fee of $330,000 (incl GST), subject to finalisation of contractual terms.
