Outcomes From March 2026 Standing Committee Meetings

Councillors met at 5.30pm on 10 March 2026 for the Dubbo Regional Council (DRC) Standing Committee meetings. Outcomes from the Standing Committees will be taken to the Ordinary Council meeting on 24 March 2026 for consideration and adoption, with the exception of those matters to which delegation to the committees has been appointed.

Infrastructure, Planning and Environment Committee

REPORT OF THE RENEWABLE ENERGY ZONE BENEFIT COMMITTEE – 4 DECEMBER 2025: Councillors noted the report from the committee.

DRINKING WATER MANAGEMENT SYSTEM – 2025 ANNUAL REPORT TO NSW HEALTH: Councillors noted the annual report and that a copy of the Drinking Water Management System – 2025 Annual Report to NSW Health be provided to the NSW Health Public Health unit for notation.

WATER QUALITY ACTION PLAN – 2025 ANNUAL REPORT: The report dates 16 February 2026 was noted by Councillors.

DEVELOPMENT ACTIVITY SUMMARY: Councillors noted the report, which highlighted the total number of dwellings approved in January 2026 was 45, resulting in a value of $16,432, 075.

RESPONSES TO NOTICE OF MOTION – RENEWABLE ENERGY ZONE AND RENEWABLE ENERGY PROJECTS: The report including the responses from Dugald Saunders MP and the Hon. Stephen Larence MLC was noted by Councillors.

DRAFT DUBBO REGIONAL HOUSING STRATEGY – ENGAGEMNENT INSIGHTS REPORT AND NEXT STEPS: The report including the submissions provided during the community consultation process was noted by Councillors. A further report including the draft Dubbo Regional Housing Strategy is to be presented to Council for consideration in June 2026.

Culture and Community Committee

REPORT OF THE MULTICULTURAL ADVISORY COMMITTEE – 2 FEBRUARY 2026: Councillors noted the report from the committee.

REPORT OF THE YOUTH COUNCIL – 5 FEBRUARY 2026: Councillors noted the report from the Youth Council.

REQUST FOR INTEREST FREE LOAN – DUBBO SHOW SOCIETY INCORPORATED: Councillors endorsed for the Dubbo Show Society Incorporated to be provided an interest free loan of $125,000. This is to support the upgrade and extension of the Dubbo Show Society office located at the Dubbo Showground. The loan would be over a five-year period with a minimum annual payment to Council of $25,000 per annum.

RESULTS OF PUBLIC EXHIBITION – EVENT PERMIT POLICY: Councillors endorsed the Event Permit Policy.

RESULTS OF PUBLIC EXHIBITION – EVENT SUPPORT POLICY: Councillors supported the revised Event Support Policy.

2026 SISTER CITY EXCHANGE PROGRAM: Councillors acknowledged the resourcing implication impacts in support of the Student Exchange Program for 2026.

Corporate Services Committee

MONTHLY REPORTING SNAPSHOT FOR COUNCILLORS – FEBRUARY 2026: Councillors noted the information contained within the report.

REVIEW OF RATES STRUCTURE 2026/2027: Councillors noted that the 2026/2027 rate structure incorporate a General Income Variation increase (the rate pegging limit) of 3.0% being the maximum permitted for the 2026/2027 rating year as determined by IPART. Councillors also recommended the following:

  • That the rates structure be included in the Revenue Policy as part of the 2026/2027 Operational Plan include newly defined boundaries for the Business Wellington Road rating sub-category and the Residential Geurie rating sub-category.
  • That the rates structure be included in the Revenue Policy as part of the 2026/2027 Operational Plan include a new rating sub-category Residential Daisy Hill.
  • That the reduction in rate yield resulting from the re-categorisation of properties from Business Wellington Road to Business Ordinary be recovered from the Business Ordinary rating category.

OUTCOME OF EXPRESSION OF INTEREST PROCESS - PART OF 10 MONTEFIORES STREET, MONTEFIORES, PART OF LOT 10 DP 1294137 - COMMERCIAL LICENCE: Councillors determined to offer a licence of part of the premises situated at 10 Montefiores Street, Montefiores to MNR Auto Electrics Pty Ltd.

PROPOSED DISPOSAL OF COUNCIL OWNED LAND - LOT 3 DP 567011 - LAND ADJACENT TO 32 AND 34 HAWTHORN STREET, DUBBO: Councillors agreed to sell Lot 3 on DP567011 located adjacent to 32 and 34 Hawthorn St, Dubbo to the owner of the neighbouring properties situated at 32 and 34 Hawthorn Street, Dubbo.

DUBBO REGIONAL AIRPORT RUNWAY SUSTAINABILITY PROJECT - RUNWAY DESIGN, GEOTECHNICAL & SURVEY TENDERS: Council declined all tenders and delegated authority to the General Manager to negotiate with the unsuccessful tenderers. Council declined offers due to contractual departures and will enter negotiations with the preferred tenderers to resolve the terms. Council delegated authority for the General Manager to approve extension options for this contact and approve variations subject to budget limitations.
