Planning Scheme Amendment C176 abandoned

Council has abandoned a Planning Scheme Amendment and refused a Planning Permit for a 48-lot residential subdivision, public open space and creation of a water treatment wetland at 3 Holloway Road, Wonga Park.

Planning Scheme Amendment C176 and the associated Planning Application (YR2018/358) were abandoned and refused at Council's 10 March meeting.

In 2019, Council referred both items to an Independent Planning Panel for assessment, allowing community members and relevant agencies to make submissions on the proposal.

The Panel conducted its hearing in November with rigorous deliberations over issues, including odour impacts from a nearby waste water treatment plant, drainage impacts of increased runoff and biodiversity impact that the development raised.

While the Panel noted that the site is "suitable strategically for some form of urban residential development", it determined that the proposal as submitted and exhibited did not sufficiently address key concerns about potential adverse impacts.

The Panel recommended Amendment C176 be abandoned and the permit not be issued, based on the issues raised.

Council officers reviewed the report and the issues raised through the Planning Scheme Amendment exhibition process and agreed with the Panel's findings and recommendations.

Councillors endorsed a motion to formally abandon the Planning Scheme Amendment and refuse to grant a permit at Tuesday's meeting.

The Minister for Planning and the applicant will be advised of Council's decision in writing.
