"Victoria's planning system is well overdue for an overhaul, and this package represents meaningful common-sense progress," Ms Evans said.

"Streamlining assessment processes and aligning third-party appeal rights with other states will help reduce red tape, improve efficiency, and restore confidence in our planning framework.

"This all helps developers and builders put shovels in the ground more quickly and get Victorians into new homes more easily."

"The proposed three-tier permit and amendment assessment system should create greater clarity and capacity. This will free up bandwidth for more complex development projects while enabling simpler ones to move through more quickly.

"New requirements for referral authorities also have significant potential to improve accountability and consistency across the system."

Ms Evans said the industry would need time to analyse the Bill more fully and will continue to work with government on implementation to ensure the proposed reforms deliver for the industry.

"These reforms have the potential to improve certainty, efficiency and investment confidence across Victoria's planning system," Ms Evans said.

"They can help unlock the housing, jobs and infrastructure our growing state urgently needs."
