Racing Industry Secures Certainty With Reform Plan

Legislation introduced to implement key recommendations of the Strategic Review of the NT Racing Industry.

Changes will separate racing and wagering functions, strengthen independence and governance, and establish Racing NT to deliver long-term sustainability and certainty for industry.

The Finocchiaro CLP Government is backing the Territory's $160 million racing industry, as we grow the visitor economy and support local jobs.

The Finocchiaro CLP Government has introduced legislation to implement key structural reforms recommended by the Strategic Review of the NT Racing Industry.

Completed in October 2025, the Review outlined a clear and sustainable path forward for the Territory's racing industry. The Government accepted 14 of the 15 recommendations and committed to delivering the legislative changes required to support them.

Minister for Racing, Marie-Clare Boothby said the Racing and Wagering Amendment Bill 2026 delivers the governance reforms outlined in the Review.

"Racing is in our DNA here in the Territory, and it's a huge part of driving growth in our local economies - adding nearly $160 million to the Territory economy and employing around 1,000 Territorians."

"Racing events draw in visitors to regions right across the Territory, where they stay and spend, growing local economies," Minister Boothby said. "They fill cafes and hotels and support fashion retailers, hairdressers, and a variety of other local small businesses and service providers."

"That's why, in October, I outlined a clear direction for the future of racing in the Territory," Minister Boothby said. "This legislation implements the structural reforms needed to provide certainty to racing venues, and to support a stronger and more sustainable racing and wagering industry."

The changes formally separate existing racing and wagering functions, establishing Racing NT as the Race Control Body for thoroughbred and greyhound racing, while a Northern Territory Wagering Commission will focus solely on wagering regulation, licensing, compliance and dispute resolution.

"This is about modernising governance and licensing to provide long-term certainty for industry, security for investors, and growth in racing and wagering as we make the NT the best place to do business," Ms Boothby said
