Police are appealing for public assistance to help locate Roman Pulatov.
A warrant has been issued for the arrest of the 41-year-old for assault related matters.
Pulatov is about 175cm tall, with a thin build, dark hair and brown eyes.
He is known to frequent the Cranbourne, Hampton Park and Highett areas.
Investigators have released an image of Pulatov in the hope that someone may have information on his current whereabouts.
