A critically non-complaint former registered training organisation (RTO) will remain de-registered after the Administrative Review Tribunal (the Tribunal) dismissed its application to review the Australian Skills Quality Authority's (ASQA) December 2024 decision to shut it down.
To protect the public and the integrity of the VET sector, ASQA last year cancelled the registration of DSA Ventures, trading as Australian Academy of Elite Education, after extensive compliance investigations.
ASQA subsequently cancelled over 1,500 qualifications and/or statements of attainment that were fraudulently issued by DSA Ventures to more than 1,200 individuals.
DSA Ventures applied for a review of ASQA's decision in the Tribunal in December 2024. On 4 September 2025, General Member Smith dismissed DSA Ventures' application due to it failing to pursue the review and to comply with the Tribunal's directions.
This means that ASQA's decision stands and that DSA Ventures will remain deregistered.
"I welcome this decision by the Tribunal, which means ASQA's decision to cancel the RTO's registration stands, as does the reasons ASQA made the decision. ASQA's purpose is to uphold the integrity of national qualifications and ensure quality vocational education and training (VET) outcomes for students, industry and the broader community," ASQA CEO Saxon Raxon said.
"This decision and the enforcement and compliance activity of ASQA's Integrity Unit is sending a clear message to the community that risks to the quality and integrity of VET will be taken seriously and acted upon."
As at September 2025, ASQA has deregistered 10 critically non-compliant RTOs and cancelled more than 25,500 fraudulently issued qualifications and/or statements of attainment.
"Our Qualification Integrity Program is ongoing, with non-genuine providers and bad-faith operators one of ASQA's Regulatory Risk Priorities," Ms Rice said.
"Students enrolled with a training provider should have confidence that the qualification they are receiving is genuine, and industry, governments and the community should have confidence that the Australian VET sector is world class.
"ASQA's work targeting non-genuine providers will ensure the reputation of Australia's VET sector for quality education and training is maintained.
"A high-quality VET sector ensures students receive the skills and training necessary to access the work and career opportunities that are critical for securing Australia's future economic growth."
