Türkiye Submits Second Biennial Transparency Report, Second Country to Do So

UN Climate Change News, 28 October 2026 - Türkiye has become the second Party to the Paris Agreement to submit its second Biennial Transparency Report (BTR2) under the Enhanced Transparency Framework (ETF), following Colombia.

Türkiye submitted its report on 23 October 2026, well ahead of the 31 December 2026 deadline. The submission gives early momentum to the second reporting cycle under the ETF and provides information needed to track collective progress under the Paris Agreement ahead of the second global stocktake.

Türkiye's BTR2 builds on its first report and addresses the findings of its technical expert review. It extends greenhouse gas inventory data through 2024 and presents an updated, more ambitious nationally determined contribution (NDC). It also outlines a more developed policy, legal and institutional framework for climate governance and action.

Türkiye's report shows how successive reporting cycles can capture progress and drive continuous improvement. Each reporting cycle allows countries to build on earlier experience, strengthen national transparency arrangements and improve the information available to decision makers. It also helps countries sharpen climate policy, identify gaps and direct resources to effective mitigation and adaptation measures.

The submission comes as the 2026 BTR Synthesis Report, published yesterday, updated the findings of the 2025 synthesis report with more than 30 BTRs submitted since last year. A total of 137 Parties have now submitted their first BTRs, covering some 85% of global emissions.

Transparency is a vital enabling tool for governments, providing the data to make informed decisions, design stronger climate policies, attract climate finance and achieve broader development goals. Transparent reporting helps countries understand where climate progress is being made, where gaps remain, and where support and investment are most needed. This is essential to turning climate commitments into tangible results on the ground.

The synthesis report shows that between 2020 and 2022, 61 Parties, representing about 66% of global emissions in 2020, made progress against their NDC targets. Moreover, 80% of Parties involved non-Party stakeholders in climate action, and 92% linked it to the Sustainable Development Goals.
