UN Expert on Unlawful Killings Visits Lebanon

GENEVA - The UN Special Rapporteur on extrajudicial, summary or arbitrary executions, Morris Tidball-Binz, will conduct a country visit to Lebanon from 29 September to 10 October 2025, at the invitation of the Government.

The Special Rapporteur will examine, in situ, the protection of the right to life under international human rights law and international humanitarian law, including measures in place to prevent and investigate unlawful deaths, ensure accountability through effective prosecutions, and provide reparations to victims' families.

Tidball-Binz - a medico-legal specialist - will aim to identify good practices and areas requiring strengthening, with a view to formulating recommendations to protect and promote the right to life in Lebanon, including through the investigation of potentially unlawful deaths.

During the visit, the expert will meet representatives of the Government, the judiciary and legislators, international organisations, non-governmental organisations, academics, medico-legal and forensic specialists, as well as victims and their families. His visit will start in Beirut and include travel to other locations in the country.

The Special Rapporteur will hold a press conference on Friday, 10 October 2025, at 15:00 at the United Nations House (ESCWA), Riad El Solh, Beirut. Access will be limited to accredited journalists.

Tidball-Binz will present his report on the visit to the UN Human Rights Council in June 2026.
