Updated COVID-19 Direction: Clarification to Cross Border Travel Direction, South Australia

The Emergency Management (Cross Border Travel No 4) COVID 19) Direction 2020 took effect at 12:01 am on Monday 11 May 2020.

The new direction amended Schedule 1 Essential Traveller Clause 5 – Skills critical to maintaining key industries or businesses.

The change means that 'Persons who are employed or engaged in agricultural or primary industry activities' are no longer included in clause 5. Therefore, people previously utilising this portion of the exemption wishing to enter South Australia as an Essential Traveller will need to meet one of the remaining criteria within this clause to be determined an Essential Traveller.

This now means seasonal workers will be required to self-quarantine before commencing work in South Australia. PIRSA and SAPOL have been working with this part of the industry sector.

People entering South Australia who work in primary and agricultural Industries will be classed as Essential Travellers provided they can demonstrate that they fall into one of the following;

  • Transport or freight services; or
  • Skills critical to maintaining key industries or business, which includes –
    • specialists required for industry or business continuity and maintenance of competitive operations where the appropriate skills are not available in South Australia, where the service is time critical and where the provision of the service requires that the person be physically present in South Australia
    • persons who, in the conduct of their duties, are responsible for maintenance or repair of infrastructure critical to South Australia and are required to be physically present in SA for such purposes
    • persons who ordinarily live or work in south Australia and travel for work purposes for regular periods according to established work schedules , OR
  • Cross border community members – persons who are ordinarily resident, or near, a South Australian border and who, in the ordinary course of their occupation, education or daily life, have reasonable cause to travel across that border.
