USAID earned an overall "A" rating on the FITARA 17.0 Scorecard, released by the U.S. House Committee on Oversight and Reform's Subcommittee on Cybersecurity, Information Technology, and Government Innovation on February 1, 2024.
USAID is honored to receive nine "A" ratings since the first scorecard was published in November 2015. USAID was the first agency to receive an "A" rating since the scorecard rating began in November 2015.
FITARA, the Federal Information Technology Acquisition Reform Act, was passed in 2014 to help eliminate duplication and waste in IT acquisitions and improve the oversight of Federal agency IT resources. It was later followed by the Modernizing Government Technology (MGT) Act of 2018, which aimed to modernize technology solutions to improve service delivery to the public, secure sensitive systems, and further save taxpayer dollars. The Committee and the Government Accountability Office (GAO) have worked together to release a bi-annual FITARA scorecard to assess agencies' progress with taking steps to comply with these two laws.
USAID consistently has received A grades for incremental development, transparency and risk management, data center consolidation and optimization, and software licensing. Since the December 2021 Scorecard, USAID has continuously earned an "A" grade on the Transition off GSA's Expiring Telecommunications Contract measure. USAID has been at the forefront of many IT modernization initiatives such as early adoption of cloud collaboration technology and fully adopting the Federal Government's Cloud First policy.
All software development at USAID is done using the agile development methodology, which allows us to effectively move to new, modern solutions, in many cases much more rapidly than other Federal departments that are weighed down by aging systems and infrastructure.
