Where is Environmental Remediation Needed?

Contamination may occur at nuclear legacy sites where radioactive materials were used in the past but are no longer in operation or have been decommissioned. This includes contamination from early nuclear power plants, nuclear research and development, nuclear testing and waste disposal sites, uranium mining and processing, as well as from radiological accidents, such as Chornobyl.

Contamination may also occur in non‑nuclear industries, such as oil and gas extraction, which can bring naturally occurring radioactive material to the surface.

Around the world, environmental remediation programmes address contamination from:

  • Former uranium mining and milling sites
  • Industrial sites with naturally occurring radioactive material
  • Legacy nuclear industry sites
  • Military and nuclear testing sites, and
  • Sites that experiences nuclear and radiological accidents.

Effective remediation is closely linked with nuclear decommissioning. Careful planning and execution of decommissioning activities help prevent or minimize the spread of contamination, reducing both the scope and cost of subsequent remediation. By managing radioactive materials and exposure pathways during decommissioning, sites can be safely restored, allowing for future reuse.

What Does Environmental Remediation Involve?

Environmental remediation focuses on reducing radiation doses and risks, rather than completely removing contamination, which is often neither necessary, cost-effective nor achievable.

In practice, remediation can involve two complementary approaches:

  • Addressing the source of contamination by isolating, immobilizing or removing contaminated material
  • Breaking exposure pathways, such as changing land use, restricting access, or preventing radionuclides from reaching people through water, food or air

Every site is different, so there is no one-size-fits-all solution. Decisions are made case by case based on the level of contamination, site conditions and how people use the surrounding environment. In some cases, a contaminated site may not pose significant health risks, so remediation may not be needed. Remediation actions must always do more good than harm.

  • Addressing ethical and social concerns, including impacts on communities
  • Defining 'how clean is clean' within national regulatory frameworks

Because contaminated sites rarely pose immediate risks, thorough planning and site characterization are critical before actions are taken.

  • Supporting capacity building through technical cooperation projects, training and workshops
  • Promoting justified and optimized decision-making based on international safety standards
  • Facilitating cooperation between countries with different levels of experience

By acting as a hub for international collaboration, the IAEA helps countries resolve existing environmental challenges and prevent new contaminated sites from being created.
