- New water and power infrastructure to unlock about 33,000 residential lots for new housing across the State

As part of the 2025-26 State Budget, the Cook Labor Government is investing $101 million through the Housing Enabling Infrastructure Fund (HEIF), to expedite critical water and energy infrastructure to bring lots to market sooner in key metropolitan and regional areas.
The $400 million HEIF is a key part of the State Government's record investment to support housing supply in strategic growth areas.
In this year's Budget, the HEIF will fund 21 projects in metropolitan Perth and key regional areas, unlocking about 33,000 lots. This includes:
- $59.6 million for 18 water and wastewater projects across Perth and Peel, and four projects in regional locations of Busselton, Dalyellup, Kununurra and Margaret River; and
- $41.4 million for three Western Power substation feeders at Muchea, Medina and Pinjarra.
This announcement is in addition to the recent investment of $105 million under the Housing Support Program - Priority Works Stream to support the delivery of up to 28,000 new housing lots across the State.
The Cook Labor Government is delivering water and power infrastructure to ensure residential land supply is unlocked in growth areas in metropolitan and regional areas across Western Australia.
Investment through the HEIF will enable Western Power and the Water Corporation to undertake key strategic enabling works, expanding service provision and facilitating residential land supply to bring lots to market sooner in key growth corridors and regional areas.
Further strategic water and power projects that support housing supply will continue to be identified.
The government is continuing to explore all opportunities to increase housing supply with an additional $1.4 billion in new initiatives approved as part of the 2025-26 Budget.
