ACCC Backs Regional ATM Trial for Fee-Free Banking

ACCC

On 20 August 2026, the ACCC released a draft determination proposing to authorise the Australian Banking Association and other financial institutions to conduct a trial of multi-bank regional ATMs. Under the trial, all holders of an Australian-issued card will be able to withdraw cash on a fee-free basis. Customers of the participating banks will be able to deposit cash on a fee-free basis.

The ACCC proposes to grant authorisation for 3 years.

The ACCC has also granted interim authorisation for a subset of the proposed arrangements to start while the ACCC considers the substantive application.

The ACCC is now seeking submissions in response to the draft determination by 3 September 2026, before making its final decision.

More details about the draft determination and interim authorisation, as well as information on how to provide a submission, are available on the ACCC's public register at: Australian Banking Association (Regional ATM Trial)
