Bayside Opposes Costly Glass Bin Rollout

Bayside has joined 33 Victorian councils to call on the Victorian Government to delay the rollout of a costly fourth bin for glass recycling.

The Let's be clear on glass campaign calls on the Victorian Government to delay the introduction of the mandatory kerbside glass recycling bins and instead expand the Victorian Container Deposit Scheme.

In 2022, the Victorian Government passed legislation requiring councils to introduce an additional kerbside bin just for glass recycling by a prescribed date. While the date is yet to be officially announced, draft guidelines list the prescribed date as mid-2027.

Independent economic modelling conducted in 2025 found that introducing a glass-only kerbside service would cost a typical council about $4 million to establish and then add an average of $27 more for each household every year to cover ongoing collection and processing costs.

Council unanimously rejected the implementation of the mandatory kerbside glass-only collection service for Bayside residents at its April meeting.

Bayside Mayor Cr Debbie Taylor-Haynes said the service would not benefit residents and push additional service costs onto them.

"This has come at the worst possible time for households already facing cost of living pressures," said Cr Taylor-Haynes.

"We are committed to pushing for the removal of this mandate and advocating for the expansion of the Container Deposit Scheme to include wine and spirit bottles, which is consistent with other States.

"More bins mean more confusion, contamination, trucks, congestion in our streets and emissions for a service residents already receive through our current recycling systems."

Councils are urging the Victorian Government to listen to communities.
