The Kingston Butter Factory (KBF) Cultural Precinct redevelopment will see the historic building transformed into a cultural and entertainment hub.
The proposed centrepiece of which will be a renewed performance arts theatre.
The plans will complement the outdoor events space within the precinct grounds.
Council intends to use the KBF building as a cultural attraction.
But it wants the plans to meet the needs of the community.
Logan City Council Director of Community Services Katie Barton-Harvey said past consultation has shown there is a need for supporting performing arts and cultural heritage.
"The KBF is well-positioned to deliver both," she said.
"Council will talk to the community to ensure the plans reflect community sentiment."
The project follows Council's decision in August to not proceed with an Innovation Hub at the KBF.
Council proposes that the KBF includes the stories of Logan's people in the form of a 'Living Museum of Logan'.
Changing displays could showcase the city's rich cultural heritage.
Council will consider all feedback before making a final decision.
Site work continues at the precinct to prepare the outdoor stage and grounds.
When opened it will have capacity for 5,000 people and host markets, concerts and large community events.
The outdoor stage will open in December 2020 to coincide with the re-opening of the butter factory building.
