Councillors have voted to move ahead with a selected tenderer partner to design and build a replacement for the current Blacktown City Council building on Flushcombe Road.

Under the formal tender process, the selected tenderer cannot be named until all respondents have been formally advised. This process is expected to be completed this month.

Council remains committed to the project. It also remains committed to its stated objectives to deliver quality services to residents and achieve positive outcomes as part of the modernisation of Blacktown city centre.

The tender process

The Expression of Interest process began in January 2026. It was the first of two stages required under relevant legislation. A proponent was sought to deliver a new building in Blacktown city centre to accommodate Blacktown City Council staff and service functions.

For the second stage Council invited respondents to submit a tender which responded to Council's Select Request for Tender.

Reasoning

Arising from the tender review, Council was obliged to decline all tenders received to help ensure Council achieved the best possible financial outcome.

Further, Council determined not to seek any further tenders, reasoning that there was no reason to assume a better outcome would be achieved.

It was noted that the Council process has already required significant resources from both Council and tenderers.

Council resolved that a further delay would mean Council would risk significantly higher project costs, and would likely need to find and fund temporary accommodation arrangements

As a result, it was resolved that Council commence direct negotiations as soon as possible.
