Council Approves $321.8 Million Operational Plan For 2025-2026

Council has approved a $321.8 investment in local services, infrastructure and community programs through its Operational Plan 2025–2026 and Delivery Program 2025–2029.

Endorsed by councillors at an extraordinary meeting last night, the plans outline Council's priorities for the coming year, including an $87.2 million capital works program and a range of initiatives to enhance public spaces, social infrastructure and environmental outcomes across the city.

Mayor of Campbelltown Darcy Lound said the budget included a number of transformative projects that would complement significant investment across the entire program.

"The plan will invest in local roads and footpaths, while also supporting exciting new facilities that will create more opportunities for recreation and connection.

"The delivery of the Western Sydney Infrastructure Grants program will see vibrant new spaces come to life, including the Glenfield Urban Bike Track and Kanbyugal Parklands Mountain Bike Park, along with upgrades to existing favourites like the Leumeah Youth Precinct."

"The new playspace at Koshigaya Park will feature new play equipment that celebrates Campbelltown's long-standing sister city relationship with Koshigaya in Japan and will enhance what is an incredibly popular meeting place for local families," he said.

Councillors also endorsed the Community Strategic Plan 2032 and the Community Engagement Plan 2025-2029.

"The Community Strategic Plan is one of our most important guiding documents, keeping Council accountable to residents and ensuring our projects and programs reflect their aspirations and priorities," Cr Lound said.

"Community engagement is at the heart of how we should approach each of our projects, ensuring that people are brought along the journey and can help to shape great outcomes," he said.

"It's also a commitment to transparency and reporting back to the community when we engage, so I'm delighted to see this plan endorsed," he said.

Highlights of the $87.2 million Capital Works Program include:

  • Roads and bridges – $13.7 million
  • Parks, open spaces and playgrounds – $3.1 million
  • Community facilities – $59.1 million
  • Plant, fleet and equipment – $4.9 million

Major projects in the endorsed plans include:

  • Delivery of WSIG-funded initiatives such as the Leumeah Youth Precinct, Glenfield Urban Bike Track, Simmos Beach Parklands and Kanbyugal Parklands Mountain Bike Park.
  • Delivery of the Campbelltown Library Relocation project.
  • Operation of a café at the Campbelltown Billabong Parklands.
  • Revision of the Campbelltown Koala Plan of Management.
  • Construction of new shared pathways in Macquarie Fields, Leumeah and Minto.
  • Commencement of master planning for the Leumeah precinct.
  • Review and advancement of the Community and Justice Precinct Master Plan.
