Kingston Council is deeply disappointed by the State Government's decision to fast-track a proposal to redevelop Rossdale Golf Course – a vital piece of green open space in our city.
Without any prior notice to Council or the local community, the Minister for Planning has referred the proposal to the State's Priority Projects Standing Advisory Committee.
Kingston Mayor Georgina Oxley said this move effectively removed planning control from Council and significantly limited local input.
"Council had previously been assured by the Minister that we would be the decision-maker. We followed every direction provided – including commissioning critical environmental assessments – and were in ongoing discussions with the Victorian Government," Cr Oxley said.
Yammerbook Ward Councillor Sarah O'Donnell said Council is also disappointed at the rushed process.
"Council was only advised on 21 July that the Committee would be holding a Directions Hearing on 11 August, giving just two weeks to prepare and respond. This is not a fair or transparent process. We share the community's frustration and concern."
Golf is going through a period of strong growth and unlike the Kingswood site, Rossdale remains an active and successful club, with no public plans to merge or sell. Critically, it is also located adjacent to internationally significant wetlands and contributes important biodiversity, tree canopy, and habitat for native and migratory species.
Sandpiper Ward Councillor Kiralee Ashworth-Collett said Council welcomed new housing - but in the right locations - and has identified areas across Kingston where growth can and should occur.
"Developing low-lying land – especially in the face of worsening flood risk – could create major long-term problems for future communities. The State Government's own Plan for Victoria commits to protecting canopy trees and enhancing green infrastructure. It cannot meet that commitment by destroying established green space for housing," Cr Ashworth-Collett said.
"Council recognises the importance of Rossdale Golf Course and remains committed to protecting golf courses, open space and our natural environment. We will also advocate for proper planning processes that respect community voices. We will keep residents informed and continue to stand alongside you," Cr Oxley said.
