The City of Casey will introduce a new Local Law, coming into effect from 2 March 2026.
This week, Councillors unanimously voted to adopt the new Casey Community Local Law 2025 following a comprehensive review to address community needs and feedback.
Mayor Cr Stefan Koomen said the new Local Law strikes a balance between individual rights and freedoms and the wellbeing, safety, and amenity of the broader community.
"More than 1,000 community members shared their insights to help shape the new Local Law. This included filling out a survey, attending a pop up, being part of a community workshop or chatting to our team during a door knock," said Cr Koomen.
"This Local Law is truly built by the community. We listened, and we acted on what residents told us matters most when it came to the Local Law. The changes make the new Local Law clearer, fairer, and more practical.
"Thank you to every person who contributed to this process. Your input has shaped a Local Law that represents the needs of Casey today."
Key changes to the Casey Community Local Law include:
• New definitions for terms including "adversely", "amenity" and "detrimental" to make it clearer, more consistent and easier to understand for Council and the community.
• Shipping containers: The previous permit requirement has been replaced with an amenity-based standard, ensuring containers do not detract from neighborhood character.
• Vehicle maintenance and storage: The permit requirement for repairing, servicing, or storing unregistered vehicles on private property has been removed, respecting residents' rights while maintaining neighborhood standards.
• Temporary accommodation: temporary accommodation, such as caravans or tents, can be used on private land for up to two consecutive months without needing a permit. This is an increase from the previous limit of 14 days in any 60-day period.
To ensure the community have a clear understanding of the new Local Law, and their responsibilities, a user-friendly Community Guide has also been developed to accompany the full document. Your Guide to the Casey Community Local Law 2025 aims to make the new Local Law more accessible and easier to understand for the community. This version is not a legal document, but an educational resource designed to help the community understand.
A community education campaign will also be rolled out, including providing helpful information in different languages so our community feel supported in understanding their rights, roles and responsibilities.
These changes respond directly to community feedback calling for clearer, fairer regulations and practical solutions. Council retains the ability to intervene where activities impact amenity, such as excessive noise or visual impacts, ensuring a balanced approach.
Following endorsement by Councillors, a public notice will be issued in the Victorian Government Gazette to enact the Local Law from 2 March 2026.
