Bayside Sexual Offences and Child Abuse Investigation Team detectives are investigating two incidents where an unknown man has filmed two women inside changerooms in South Yarra and Richmond.
Detectives have been told the first woman was inside a changeroom at a shopping centre in Victoria Street in Richmond on 25 March about 3.15pm.
It is believed the unknown man used a mobile phone to capture the woman underneath the door of the changeroom whilst she was getting dressed.
More recently, a second woman was inside a changeroom at a shopping centre on Chapel Street in South Yarra on 10 October about 5.20pm.
The woman observed a mobile phone come underneath the partition, with the camera lens pointed towards her.
The woman confronted the man, before he pushed her into a clothing rack and ran off.
It is believed he fled from the shopping centre on an e-scooter.
The woman sustained minor injuries from the incident.
Detectives have conducted extensive enquiries into the incident and are asking the community to assist with identifying the man.
An image of the man, along with CCTV vision, has been released of a man detectives believe will assist with their enquiries.
The man is described as 165-170cm tall, thin build, with olive skin, short black hair and dark facial hair.
On both occasions he was wearing dark brown North Face tracksuit pants, white sneakers, a black Kathmandu jacket and wearing metal rimmed glasses.

"To invade someone's privacy is in this way is completely unacceptable. The fact that this individual has offended twice now is concerning and we want to identify him as soon as possible.
Both women were very disturbed by these incidents, and we are going to do everything we can to ensure this man faces the consequences of his actions.
For anyone else who has experienced this type of behaviour, we want you to know it is not okay, and we take this type of offending extremely seriously".
