Draft VPA For Northern Residential Precinct, Rouse Hill

A draft Voluntary Planning Agreement (VPA) with respect to land at the Northern Residential Precinct, Rouse Hill (Lot 20 DP 270520 Commercial Road, Rouse Hill) is currently on public exhibition.

Development consent was issued on 23 October 2024, to enable a variation to the residential density controls applicable to the site, facilitating a high density residential development containing up to 400 dwellings (1225/2023/JP). The draft VPA would secure contributions towards the infrastructure demand generated by this development.

The exhibition of the draft VPA is distinct from, and does not impact on, the assessment of future built form Development Applications on the land. The draft VPA on exhibition relates only to the public benefit offer and infrastructure contributions to be made by the Developer in association with future development of the land.

The draft VPA requires the Developer to pay an additional monetary contribution of $6,000 per additional dwelling over the base yield of 118 dwellings currently anticipated under the Rouse Hill Regional Centre Masterplan and existing contributions framework. The VPA would result in additional monetary contributions to Council of approximately $1.3 - $1.7 million, for expenditure on active open space facilities.

The VPA does not exclude the applicable Contributions Plan No.8 Kellyville/Rouse Hill to the development and as such, contributions would still be payable under this Plan for all dwellings on the site.
