Council last night adopted the Elmore Structure Plan and the Urban Design Framework documents which provide the long term strategic vision for the Elmore township.
The next steps will be to request authorisation from the Minister for Planning to prepare and exhibit Planning Scheme Amendment C299gben which will implement the recommendations of the Elmore Structure Plan and Urban Design Framework into the Greater Bendigo Planning Scheme.
With a vision to 2041, the Elmore Structure Plan guides how land is used, how buildings look, and how public spaces can be improved to make the town better for people, the environment, and the economy.
It also promotes diverse infill housing, investment in the commercial area, and builds on recommendations from broader City of Greater Bendigo strategic work.
The adopted Urban Design Framework focuses on the town centre with preferred design options for commercial development and public areas.
The plan includes:
- Enhancing Elmore's town centre
- Key walking and cycling improvements
- Targeted public space upgrades
- Increased connection to the Campaspe River
Council also adopted the Former Shire of Huntly Heritage Study which will be included in the same planning scheme amendment as many of the recommended Heritage Overlay inclusions are located within Elmore.
Mayor Cr Thomas Prince said the documents were developed with help from the community, research, and expert advice.
"The finalised documents included several changes in response to community consultation in late 2025 and feedback from landowners, DJAARA (Dja Dja Wurrung Clans Aboriginal Corporation), state government departments and City staff.
"I would also like to take this opportunity to thank the Elmore Community Reference Group which has been involved since the early stages of the Structure Plan project, shaping and strengthening the development of the Plans while remaining grounded in local knowledge which has been very beneficial."
