Today, the European Commission positively assessed Luxembourg's third payment request for €92.2 million under the Recovery and Resilience Facility , the centrepiece of NextGenerationEU .
This is an important step in the delivery of the reforms and investments tied to this payment request, amongst others in the areas of healthcare, nature and biodiversity protection, digitalisation, clean transport and renewable energy.
The Commission found that Luxembourg has satisfactorily completed all 5 milestones and 4 targets set out in the Council Implementing Decision .
Flagship measures in this payment request include:
- Greener mobility and renewable energy: Luxembourg supported the acquisition of 42,000 zero-emission vehicles, exceeding the target of 38,000, and installed 25 MWp of photovoltaic capacity on business premises. The payment request also covers a reform of the sustainable biogas support scheme.
- Digital public services and secure connectivity: five government entities have been digitalised, namely via a system of electronic documents. In addition, a cross-border quantum key distribution connection between Luxembourg and Belgium was successfully tested.
- Healthcare, biodiversity and financial integrity: Luxembourg put in place legal reforms concerning healthcare professions and hospital structures. It has also deployed the 'Wëllkomm' digital solution supporting remote medical follow-up of asylum seekers and people under international protection. Other measures supported municipalities in implementing nature and biodiversity protection measures, with more than 50 municipalities meeting the certification requirements under 'Naturpakt', a national initiative aimed at translating national nature and biodiversity objectives into concrete action at local level. Luxembourg also reinforced its anti-money-laundering and counter-terrorist-financing framework applicable to trust and company service providers.
Next steps
The Commission has now sent its preliminary assessment of Luxembourg's fulfilment of the milestones and targets required for this payment to the Economic and Financial Committee (EFC), which has four weeks to deliver its opinion. The payment to Luxembourg can take place following the EFC's opinion, and the adoption of a payment decision by the Commission.
Background
Luxembourg submitted its third payment request on 24 July 2026. Luxembourg's recovery and resilience plan includes reforms and investments supporting the green and digital transitions and strengthening economic and social resilience. Measures include affordable housing, upskilling and reskilling, healthcare resilience, digitalisation of public administration, ultra-secure quantum communication technologies, charging infrastructure for electric vehicles, renewable energy and measures to prevent money laundering and terrorist financing. The plan is financed by €241 million in grants.
This payment request would bring the funds paid out to Luxembourg under the RRF to €182 million, corresponding to 76% of the allocation, with 87% of all milestones and targets in the plan now fulfilled.
With a view to the closure of the Facility at the end of 2026, Member States had to implement all outstanding milestones and targets by 31 August 2026 and now need to submit their final payment requests by the end of September 2026.
