The Chief Secretary to the Treasury James Murray has appointed Professor Mark Freeman and Professor Ben Groom to lead an independent review of the Green Book discount rate.
Professor Freeman and Professor Groom will co-lead the review to make sure that the government is taking a fair view of the long-term benefits that arise from transformational investments.
The Green Book discount rate is used in the UK government to compare costs and benefits occurring over different periods of time on a consistent basis. The government had committed to review the discount rate in June, following the conclusion of the Green Book Review.

Professor Freeman is a Professor of Finance at the University of York. He also serves as Deputy Chair of the Financial Conduct Authority's Cost Benefit Analysis Panel. Professor Groom is the Dragon Capital Chair in Biodiversity Economics at the University of Exeter. He is also a visiting professor at the LSE.
