Developers and local governments will have greater clarity around planning requirements for new schools across Western Australia following today's release of a revised planning policy.
The State Government is seeking public feedback after reviewing a 1998 planning policy to reflect current planning practice and improve strategic planning for the development of future primary and secondary schools.
The review and updating of this policy was a commitment taken by the McGowan Government to the 2017 election.
Today's policy release also features Educare, a key McGowan Government election commitment to provide a site for a childcare centre in the planning for new public primary schools.
The draft policy sets new requirements for identifying land of a suitable size, location and condition to meet current and future educational and community needs.
It also outlines a clear, more equitable formula for development contributions - either in the form of land or funding - for the provision of public primary schools where new residential developments are proposed.
The policy outlines a contemporary approach to future planning for government and private schools, and provides advice for other tertiary and education facilities.
Public comments on the draft Operational Policy 2.4 Planning for School Sites can be provided at https://consultation.dplh.wa.gov.au until 5pm on October 19, 2020.
As stated by Planning Minister Rita Saffioti:
"The McGowan Government is committed to reforming Western Australia's planning system to make it easier to understand, ensures it delivers what the community needs while also supporting our economic recovery from COVID-19.
"In addition to legislative and regulatory measures, our planning reform program includes policy reviews such as how we plan for future school developments.
"Providing contemporary guidelines and setting clear expectations at the planning stage will resolve supply issues and give greater certainty to developers and residents on the future delivery of schools in their local communities."
As stated by Education and Training Minister Sue Ellery:
"This draft policy will allow the McGowan Government to deliver its Educare election commitment by providing space for a childcare centre at new public schools.
"The draft policy tackles issues such as poor site conditions and road design and traffic congestion which impact local communities.
"I'm pleased this new policy approach provides greater clarity for all parties involved and most importantly, ensures that the planning for new schools gives priority to location and amenity."
