The R.E.S.T.O.R.E. Ukraine Alliance Pledge is now open for signatures. This international partnership, launched at the Ukraine Recovery Conference in June 2026, unites governments, communities, NGOs, and private sector actors to protect Ukraine's reconstruction from human trafficking and exploitation.
Austria, Canada, Italy, Poland, and Ukraine initiated the Alliance, with the OSCE Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings providing secretariat and expert support. Its mission is to integrate trafficking prevention and protection measures into every aspect of Ukraine's post-crisis recovery, especially in high-risk sectors like construction, hospitality, and agriculture.
Ukraine's recovery will be one of the largest reconstruction processes in Europe since the Second World War, and that scale brings a higher risk of exploitation. Nearly 6 million Ukrainians remain refugees abroad, while approximately 3.9 million people are internally displaced inside Ukraine. Vulnerable groups, including returnees, internally displaced people, youth, children, veterans, persons with disabilities, single-breadwinner families, and migrant workers, face greater risks as the country rebuilds.
Participation in the RESTORE Alliance is open to a wide range of partners: States, NGOs, businesses, employers' organizations, financial institutions, civil society, and communities. By signing the RESTORE Pledge, these actors commit to zero tolerance for trafficking and exploitation in their operations and supply chains and to embedding anti-trafficking safeguards into Ukraine's recovery.
