Help Shape Ballarat's Future For Pets And People

The City of Ballarat is inviting residents to have their say on the future of animal management in the community as it develops a new Domestic Animal Management Plan (DAMP) 2026-2029.

The DAMP is a legislated four-year plan that outlines how Council manages domestic animals (particularly cats and dogs) through education, services, and local laws. It also addresses broader animal welfare, including livestock and small pets.

City of Ballarat Mayor Cr Tracey Hargreaves said community input is vital to ensure the plan reflects local values and priorities.

"Whether you're a pet owner, wildlife advocate, or simply someone who enjoys our parks and public spaces, your voice matters," she said.

"We want to work together to make Ballarat a place where animals are well cared for and our community thrives."

There are approximately registered13,000 dogs and 6,000 cats that call Ballarat home, plus many pocket pets and livestock and poultry.

The City of Ballarat is seeking feedback on a range of topics including responsible pet ownership, cat curfews, off-leash dog areas, animal welfare, and how Council can better support the community through education and services.

Ballarat is also home to more than 25 Domestic Animal Businesses including shelters, boarding, daycare, pet shops and training centres, while there are a further 37 rescue groups and more than 20 foster families assisting with behavioural, juvenile, and medical cases, that assist the Ballarat Animal Shelter across the state with animals that need a second chance.

These figures highlight the scale and diversity of animal-related issues in Ballarat and underscore the importance of community input into the new Domestic Animal Management Plan.

"We know people care deeply about their pets and their neighbourhoods," Cr Hargreaves said.

"This is your opportunity to help shape how we manage animals in Ballarat, now and into the future."

Community members can participate by completing a short online survey via mySay or by attending a pop-up session:

  • Tuesday 9 September 12pm - 2pm at the fenced Pennyweight Park

  • Wednesday 17 September, 9.30am - 11.30am at the fenced MR Power Dog Park

  • Tuesday 23 September 10am -12pm Ballarat Animal Shelter (115a Gillies Street South, Alfredton)

  • Thursday 25 September 4pm - 6pm, Ballarat Library

The engagement period runs from 27 August to 27 September 2025. Feedback will inform the Draft Domestic Animal Management Plan 2026-2029, which will be released later this year for further community consultation.
