Noosa Council has awarded a construction contract for a new public amenities building at Quota Park, Noosaville.

Carfax Commercial Constructions Pty Ltd was today endorsed by Council as the successful tender to undertake the project, with work set to begin in June.

The facility includes a Disability Discrimination Act (DDA) compliant and accredited Changing Places space, providing accessible amenities for people with high support needs and their carers, as well as general toilet facilities.

The project is part of the Noosaville Foreshore Infrastructure Master Plan, endorsed last year in a long-term, coordinated approach to improving the foreshore's safety, accessibility and amenity.

Mayor Frank Wilkie said the new Changing Places facility responds directly to community feedback calling for better amenities along the Gympie Terrace foreshore.

"The new amenities will bridge a 950-metre gap between facilities so everyone, and especially people with high support needs and their carers, can enjoy this fantastic riverside parkland."

Designed by local firm Bark Design Architects, the purpose-built facility reflects Noosa's distinctive character.

The Changing Places accredited facility will feature an adult-sized change table, ceiling hoist, peninsula toilet and privacy screen. As well as general public toilets, the project will also deliver:

  • Landscaping and improved pathway connections
  • Seating and external showers
  • Updated signage and wayfinding highlighting accessible features
  • A new footpath link to disability parking spaces

The delivery of the project is proudly funded by the Crisafulli Government, including a $1 million election commitment, complemented by funding from the South East Queensland Community Stimulus Program.

Minister for Local Government and Water Ann Leahy said the project highlights a shared commitment to inclusive public spaces.

"By investing in facilities that make a real difference for people with disability and their carers, we're ensuring Noosa's foreshore is welcoming and accessible for everyone," Minister Leahy said.

"Through this partnership, we're supporting councils to deliver important community infrastructure sooner, just like we said we'd do."

Council aims to finish construction by November 2026, weather and site conditions permitting.

Quota Park was selected following extensive community consultation as part of the master planning process. Engagement during the design phase included pop-up sessions, meetings with nearby residents and businesses, and collaboration with disability advocacy organisations.

During construction, work areas will be temporarily fenced for safety. The adjacent off-street car park will remain open, with approximately five spaces of on-street parking required for site facilities and material deliveries. Foreshore pathways will stay open with minor detours as needed.

"We appreciate the community's understanding while this important upgrade is delivered," Mayor Wilkie said.

"Once complete, it will provide lasting benefits and help ensure our foreshore can be enjoyed by people of all abilities."
