Best practices in improving the organization and efficiency of the work of courts were shared during an OSCE-supported study visit to Ankara, Türkiye, that took place from 8 to 10 June 2026.
The delegation was composed of seven judges from the Supreme Court and other courts of Turkmenistan who had an opportunity to engage in peer-to-peer meetings and discussions with their Turkish counterparts.
The delegation members had a meeting with Kadir Özkaya, the President of the Constitutional Court of the Republic of Türkiye, and other officials and discussed effective court administration, case management, and approaches to specialized adjudication, including family justice.
"The Centre organized the visit to support the efforts of the host country to further develop the legal and regulatory framework governing specialized judges, while fostering greater efficiency, consistency, and public trust in the justice system," said William Leaf, Head of the OSCE Centre in Ashgabat.
"It is our belief that the visit will contribute to the enhanced professional co-operation and dialogue between the judicial institutions of Turkmenistan and Türkiye, facilitating the transfer of relevant international experience to ongoing judicial reform efforts," added Leaf.
The delegation from Turkmenistan met with representatives of the Ankara Regional Court of Appeal, the Court of Cassation and Family Court of the Ankara Courthouse where they shared views with their Turkish counterparts on developing norms regulating the activities of specialized judges, such as family court judges, and a range of other relevant issues.
The visits to the Justice Academy of Türkiye and the Ankara West Courthouse provided an opportunity to learn first-hand about initial training and in-service training for judges and prosecutors and discuss the role of the judges and prosecutors in the criminal justice system.
