Heading into a fire without a clear strategy or support team is a sure way to get burnt. That analogy reflects the current approach to the proposed Emergency Services Volunteer Fund (ESVF). While the Victorian Government's intention to strengthen emergency response capabilities is commendable, introducing a $7 billion levy without transparency, a detailed allocation model, or adequate consultation is like battling flames alone—dangerous and short-sighted.

Effective July 1, 2025 (now deferred by 13 months), the ESVF is expected to raise $1.75 billion annually over four years to support seven key emergency services, including the CFA, VIC-SES, and Fire Rescue Victoria. However, the government has yet to clarify how much will go toward actual service delivery: $12 million has been flagged for administration, is that one-off or annually? Or how are funds to be distributed? With indexation mechanisms still undefined and no confirmation of fair-mindedness safeguards for rural and regional communities, the burden risks falling disproportionately on already strained ratepayers—especially farmers.

Central Goldfields Shire Council, in collaboration with the Loddon Campaspe Group of Councils, the Greater Ballarat Alliance of Councils (15 councils in all), and peak bodies like the Municipal Association of Victoria (MAV) and the Victorian Local Governance Association (VLGA), is actively lobbying for a more considered approach. Through joint media releases, formal submissions, and direct advocacy, our message is clear: without strategy, consultation, and fairness, the ESVF risks doing more harm than good.

We urge the State Government to step back from the blaze, rethink its plan, and work with local governments and the communities to ensure a truly effective and equitable emergency services model.
