The new legislation responds to 58 recommendations from the Royal Commission into Aged Care Quality and Safety.
A rights-based aged care system
At the heart of the reforms is a Statement of Rights. It gives older people greater choice and control and empowers them to make their own decisions about their own lives.
These reforms are the result of extensive consultation across the sector. The voices and experiences of older people played a critical role in shaping the new laws.
Securing the future of aged care
Demand for in-home care has risen sharply in recent years. The new Support at Home program recognises that more people want to stay independent and live in their own homes for longer.
Under Support at Home, there are tailored supports, services, products and home modifications available to help people to do this - both safely and with confidence.
New funding arrangements will also support the long-term sustainability of the sector and ensure we can the needs of Australia's ageing population.
Better support and oversight
The new Act introduces a stronger complaints system, including an independent Aged Care Complaints Commissioner.
Older people will be able to provide honest feedback, and providers are expected to resolve concerns efficiently, effectively and fairly.
No matter their provider type, all providers must be registered under the new regulatory model. They must also meet the strengthened Aged Care Quality Standards.
The Aged Care Quality and Safety Commission will continue to oversee the sector. They now have expanded powers to keep providers accountable and compliant.
